Born on 8 May 1961 in Chita.
1983: graduated from Irkutsk State University, faculty of Mathematics.
1981: started working at Irkutsk Computing Centre in Siberian Branch of the Academy of Sciences in USSR (Institute of System Dynamics and Control in SB of the RAS in 1997).
1991: defended the thesis “Network system of knowledge processing and representation for organising computer calculations”; completed a PhD.
2003: defended the thesis “Corporate intelligent technology of processing spatially distributed data for region management purposes”; completed the degree of Doctor of Engineering (higher doctorate).
2008: was elected a corresponding member of the RAS Department of Nanotechnology and Information Technologies.
2011: was elected a full member of the RAS.
Main scientific achievements: the corporate intelligent technology of processing spatially distributed data, which enables higher efficiency of pre-processing, analysis and decision making for region and natural resource management based on distributed data processing and AI approaches; the technology of processing knowledge on spatially distributed objects, complexes and systems based on ontologies; the technology of automated creation of software systems based on metadescriptions.
I. V. Bychkov worked at Irkutsk Computing Centre in Siberian Branch of the RAS (the Institute of System Dynamics and Control in SB of the RAS) on the positions of a research assistant, junior researcher, researcher, senior researcher, head of the laboratory, deputy research director. Since 2007, he has been a director of the Institute of System Dynamics and Control in SB of the RAS.
From December 2002 to June 2006 and from June 2007 to September 2009, I. V. Bychkov had worked on the position of deputy chairman of the Presidium on scientific work of Irkutsk Scientific Centre in SB of the RAS. Since September 2009, he had been the acting chairman of the Presidium of ISC in SB of the RAS, since April 2010 — the chairman of the Presidium of ISC in SB of the RAS. Since 2008, he has been a member of Presidium of SB of the RAS. I. V. Bychkov is a member of the RAS council on Scientific telecommunication and information infrastructure, the council of the programme “Information and telecommunication resources of SB of the RAS”, the chairman of coordinating research council on informational support at the Presidium of ISC in SB of the RAS, editorial board member of the journals “Computational Technologies of SB of the RAS” and “Novosibirsk State University Journal of Information Technologies.”
From July 2006 to April 2007, a vice-mayor of Irkutsk.
Head of the System theory department at Irkutsk state University, a supervisor of 6 PhD theses.
Author and co-author of over 150 papers, including 9 collective monographs.
Winner of the Governor Prize of Irkutsk Region for achievements in science and technology which include work on development and implementation of mathematical and information technologies aimed at implementation of software systems for the authority use.
Awarded the Medal of Friendship, a state decoration of Mongolia. Awarded the honorary title “Honoured Worker of Science and Technology of the Russian Federation.”
For special achievements and contribution to the development of Irkutsk, awarded the Medal “In memory of the 350th anniversary of Irkutsk” (2011); awarded a commemorative medal in honour of the 100th anniversary of the birth of academician A. A. Trofimuk (2011); the Medal of the Order “For Services to the Fatherland” II class (Presidential Decree No. 1122 of 8 August 2012).
Winner of the prize of the Russian Government in the field of science and technology (2012) for creating the information and telecommunication infrastructure of interdisciplinary research as a basis for economic and social development of the eastern regions in Russia (Russian Federation Government Decree No. 254-r of 27 February 2013).
